    ABOUT THE ROLE

    Keen Services is hiring a Director to support the launch and ongoing oversight of a significant Participant-Directed and Individualized Funding Initiative (The Initiative). This initiative focuses on providing individuals with the resources and tools needed to manage their self-directed care services within a supportive and compliant framework.

    This leadership role is especially critical in the initial implementation phase, where coordination with government partners, internal teams, and platform stakeholders will shape the long-term success of the initiative. The successful candidate will serve as both a strategic project driver and an operations leader.

    POSITION SUMMARY

    In this Director role, you will oversee the successful execution of the payroll and expense management components of the initiative rollout, collaborating closely with partner organizations, government departments and internal service teams to ensure readiness, integration, compliance and alignment. Post-launch, the role will manage the finance and payroll functions of the initiative, meet performance measurement frameworks, and help drive improvements based on early learnings and user feedback.

    This is a highly collaborative role that requires both project leadership and people management skills, with an ability to balance operational execution and stakeholder engagement.

    KEY RESPONSIBILITIES

    Project Implementation & Planning

    • Lead the coordination and execution of all aspects pertaining to payroll and expense management for the project launch, ensuring milestones and deliverables are met.

    • Develop onboarding materials, data flows, and process integration strategies in consultation with partner organizations, government departments and internal teams.

    • Translate requirements into practical workflows and documentation.

    Stakeholder Engagement

    • Act as a primary liaison with The Initiative teams and relevant government counterparts, to co-design implementation processes and help shape the participant-facing experience.

    • Build and maintain collaborative relationships to support long-term success.

    Team Oversight & Performance Management

    • Provide direct leadership to the payroll and finance teams, ensuring clarity of roles, priorities, and accountability.

    • Develop, track, and report on KPIs related to payroll accuracy, timeliness, onboarding quality, and service satisfaction.

    Continuous Improvement

    • Collaborate with The Initiative teams to capture lessons learned throughout the implementation and early operations phase.

    • Develop and implement improvement plans based on performance data, staff input, and participant feedback.

    Operational Management

    • Support the resolution of escalated participant, provider or platform issues related to payroll, finance and expenses.

    • Ensure readiness of workflows, reporting tools, and communication protocols between systems and teams.

    QUALIFICATIONS

    Must-Have

    • Degree or diploma in Business Administration, Project Management, or related field or equivalency through experience.

    • 5+ years of experience in project or operations leadership roles, ideally within payroll and finance.

    • Experience in payroll, accounting, or financial systems.

    • Experience overseeing teams, managing deliverables, and ensuring accountability.

    • Demonstrated experience working in partnership driven environments, government stakeholders and/or public sector-funded programs.

    • Strong problem-solving and decision-making skills.

    • Excellent written and verbal communication skills.

    • Proficiency in project management tools and digital collaboration platforms.

    Nice-to-Have

    • Bilingual (English/French).

    • Familiarity with community-based care, disability programs, home support programs, healthcare subsidy regimes.

    WORKING CONDITIONS

    • Remote work friendly. Preference will be given to candidates in Atlantic Canada.

    • Occasional travel within Atlantic Canada may be required.

    • All necessary equipment and onboarding support will be provided.
